The youngest assistant secretary in the administration, Kurtz oversees more than 9,000 employees and a $15 billion budget.

Philip F. Mangano founded The American Round Table to Abolish Homelessness in 2009 and is the President and CEO there after serving as the executive director of USICH from 2002 – 2009. Philip has worked with every part of the community and at every level of government through his career.

Dr. Robert Marbut

HUD Senior Advisor in Community Planning and Development

Dr. Robert Marbut has worked on the drugs and homelessness front for decades, including as founding CEO of Haven for Hope in San Antonio. He served under three presidential administrations, most recently as the executive director of the U.S. Interagency Council on Homelessness. Robert spearheaded the No Address Interactive Study Guide and was the senior producer of Fentanyl: Death Incorporated, and executive producer of the No Address movie and documentary.

Caitlyn McKenney focuses on government fiscal accountability, housing, and addiction with a concentration on human dignity ethics for the Discovery Institute’s Center on Wealth & Poverty. As a research fellow and program coordinator, Caitlyn makes local and national media appearances and has published articles in the British Journal of Psychiatry, The American Spectator, and the Federalist.
