Our staff brings diverse expertise in nonprofit leadership, communications, advocacy, and ministry development to equip, support, and serve our members.
Tom De Vries became President/CEO of Citygate Network on August 1, 2023. Tom has served as a church planter, multi-site church lead pastor, and church multiplication movement leader. Most recently, Tom filled the president/CEO role at the Global Leadership Network (GLN), an international ministry producing training and equipping through the Global Leadership Summit. Prior to the GLN, Tom was the general secretary of the Reformed Church in America. He holds a Doctorate in Ministry from Western Seminary, a Master of Divinity degree from Fuller Seminary, and a B.A. from Wheaton College. Tom has a track record of innovation, strategic planning, and leading high-performance teams for increasing ministry impact. Tom and his wife, Laura, have three adult children.
Born and raised as a “missionary kid” in Guatemala, Alice moved to the U.S. at the end of high school and earned a degree in communications from the University of Texas. She has lived in Colorado since 2001, raising three children who have now launched into adulthood. Alice has worked at Citygate Network since 2018, combining administrative and communication responsibilities. She fills her nonworking hours with a variety of adventures alongside her new husband, including biking, hiking, and beekeeping. She also feeds her soul hostessing, writing, reading, and traveling, while also caring for her parents as they age.
Bethany Wininger comes from Indianapolis, Indiana, where she spent 14 years in various leadership positions at Wheeler Mission. Her experience spans strategic planning, staff engagement, volunteer coordination, and project management, offering Citygate Network an extensive and relevant skill set. Bethany grew up with parents who spent 45 years doing rescue mission work, but when she graduated from Indiana Wesleyan University, she explored a few other career opportunities before embracing her calling to serve individuals experiencing homelessness and brokenness. Bethany and her husband, David, enjoy being involved with their local church, traveling, live music, and spending time outdoors – especially hiking, camping, and boating. She also enjoys multiple creative outlets and organizing, while always holding out hope for the success of the Indianapolis Colts.
Bob Gehman has earned multiple certifications and degrees from several seminaries and universities and held a CFRE fundraising designation for decades. After getting ordained, he founded a church and served as a pastor for over ten years before doing capital campaign fundraising for churches and Bible schools. In 1994, Bob became CEO of Helping Up Mission (HUM) in Baltimore, Maryland, expanding the ministry and gaining national recognition for an innovative recovery program and community collaborations. Citygate Network honored Bob with a lifetime achievement award, and he received accolades from Baltimore Magazine, The Daily Record, and the Baltimore Sun. Currently, he serves as president emeritus at HUM and as a regional coordinator for life transformation ministries from South Carolina to Maine.
Holly Johnson serves as the managing editor of Citygate Network’s Instigate magazine. A Jersey girl by birth, Holly moved to Colorado to attend college and never left. She holds a bachelor’s degree in journalism from Colorado State University and a master’s degree in pastoral studies from Multnomah University. Holly has served in a variety of communications and editorial positions at nonprofits like Focus on the Family, The Navigators, USA Triathlon, and Compassion International. A dedicated runner and triathlon dabbler, Holly also enjoys music, art, reading, hiking, and snowshoeing. She and her husband, Scott, live in Monument, Colorado.
Lisa Miller graduated from Point Loma Nazarene University in San Diego. She married her high school sweetheart, Chadd, and went on to coach high school basketball for 15 years. Her event-planning career took off at Christian Camp and Conference Association where she honed her skills before moving her talents over to Citygate Network in 2009 to run all things related to meetings and events, including the annual conference, DC Forum, CEO Summit and various other events. Lisa and Chadd have raised four boys to adulthood over their 30+ years of marriage and enjoy traveling and “lake time” when not planning or executing events.
Born in Dubai, Renu spent her growing up years in England, Brunei, and India, where she earned a law degree before moving to Australia. She has worked in corporate law, purchasing, Human Resources, and administration across three continents, including a number of years in the Seattle area before moving to Colorado Springs to attend Charis Bible College. As a recent graduate, Renu joins the Citygate Network team as the Administrative Coordinator, especially for the regional coordinator program. Passionate about Jesus, Renu has served on mission teams traveling to Mexico and New Orleans and wholeheartedly pursues God’s calling on her life. She and her husband and son enjoy traveling together.
A native of Chicago, Sam came to Citygate Network from a member mission where he served as Senior Director of Programs, overseeing the startup of a multiservice resource center and the expansion of an overnight shelter from 60 to 330 guest per night. Prior to that he was Vice President of Poverty Reduction for Catholic Charities of Central Colorado. Stints with Young Life and the American Cancer Society are also in his portfolio. Meari, his wife, is a teacher; their daughter is a college student. A longtime Presbyterian church elder, Sam is an avid mountain biker and skier. He and Meari can be found on the trails and in the trees throughout Colorado all year long.
Sarah Rieger has served in the ministry/nonprofit sector since she graduated from Thomas Edison University more than 10 years ago. From developing child sponsorship programs in difficult-access countries to teaching and discipling high school and college students in Colorado Springs, Sarah’s heart to see people transformed through the life-changing power of the Gospel has been a driving force in her life. When she’s not working, Sarah serves as an associate pastor at her church, enjoys reading, camping, crocheting, and sipping a hot cup of coffee while engaging in good conversations with friends.
Sereen Gualtieri grew up in Florida before moving to Colorado in 2024. She graduated from the University of Florida where she came to know Jesus and earned a design degree with a business minor. Sereen experienced a deep life transformation that led her to serve with various local nonprofits focused on advocating for and helping victims of human trafficking. Also an artist, Sereen uses her talent to bring awareness to the healing power of the gospel to help people overcome life-dominating circumstances. She likes to cook, paint, read, hike, and spend time in the beautiful outdoors with her husband, Dan and their two daughters.
Shelese Bonacquista grew up in Kentucky, graduating from Asbury University before moving to Colorado in 1998 to work in public accounting. She has spent the last 25+ years focused on providing auditing and CPA services to nonprofit organizations and churches in the Colorado Springs area, including a stint with Capin Crouse, before hanging out her own shingle. Shelese and her husband, Jeff have empty-nested, with two children currently in college and they both enjoy spending their free time traveling, outdoor activities, and fishing together.
Regional Coordinators
Our regional coordinators are seasoned ministry leaders who support member staff, boards, and executives with practical guidance, helpful resources, and prayerful encouragement.
Don Shisler began as a volunteer at Union Gospel Mission of Tarrant County, and two years later, became the president and CEO! During his 30-year tenure, Don multiplied the organization’s operating budget and physical campus, while building relationships with city council members, mayors, judges, state representatives, and congresspeople. Throughout his decades of ministry, he has also served as a consultant and board member for numerous local entities in the Fort Worth area, as well as at the district and board level for Citygate Network. Don and his wife, Vicki, have a blended family of four children and one granddaughter.
After serving on the board for five years, Herb Smith spent a total of 16 years working at the Los Angeles Mission, including 14 years as president and CEO. Previous nonprofit leadership experience included stints with Wycliffe Bible Translators and Vanguard University. Herb feels a driving passion to help meet the diverse needs of people on the streets, particularly those who battle with mental illness. As a result, he has served on the LAHSA’s Coordinating Council, Regional Homeless Advisory Council, and the Continuum of Care Board. These days, Herb fills a regional coordinator role with Citygate Network, connecting with and encouraging leaders at West Coast ministries.
After Ken Peterson retired from leading the Union Gospel Mission Twin Cities, he stepped right into serving as an accreditation consultant and regional coordinator for Citygate Network. With a passion for assisting struggling ministries, he facilitates reorganization initiatives that introduce renewed quality and effectiveness. Ken holds a degree in pastoral theology and served as a pastor for many years prior to answering the call to rescue mission work. He finds great fulfillment in continuing to minister meaningfully in retirement and enjoys spending his down time with his wife, Debbie and their five children and 12 grandchildren.
Penny Kievet has a career that spans teaching, administrating, training, and running nonprofits in locations from Des Moines, Iowa, to Heidelberg, Germany. Following her retirement, she pours herself into her roles as a regional coordinator and board training facilitator for Citygate Network, where she draws from her extensive experience serving with 47 boards and holding various local, state, and national offices. Penny has earned numerous awards, including, City Rescue Mission’s Difference Maker, River Region Legacy Award, Outstanding Woman in Leadership, Woman of Vision, Woman of Influence Award, and Most Notable Women in the United States.
For almost four decades, Phil Altmeyer has served as the CEO of Union Gospel Mission (UGM) in Spokane, Washington. Under his leadership, the staff has grown from eight to almost 300, and now includes a broad range of rescue, recovery, education, and business enterprises throughout the community. During his tenure, Phil has served with Citygate Network as a district leader, a board member, and has now stepped into the role of regional coordinator for the Evergreen District. He and his wife, Caryl, enjoy four adult children and seven growing grandchildren.
Rick Alvis has been deeply involved in rescue ministry since graduating from college in 1977. He began his career as the Director of Camp Reveal, a former ministry of the Evansville Rescue Mission, and later served as its Executive Director for 10 years. In 1990, Rick took on the role of President/CEO of Wheeler Mission in Indianapolis, where he served for 33 years, significantly growing the organization. He now continues his work as the President Emeritus of Wheeler Mission and also serves as a regional coordinator with Citygate Network. Rick and his wife, Julie, have been married for over 50 years, during which they have served at ministries of all sizes and raised three children—and now enjoy spending time with their six grandchildren.
